Rapporten indeholder blandt andet oplysninger om udenlandsk indblanding i konflikten i DRC, herunder Rwanda, Uganda, Tanzania, Burundi, Angola samt USA, Zimbabwe, Sydafrika og Namibia. Videre oplysninger om væbnede civile opstande og udenretlige henrettelser.
